Professor Smith's scholarly interests are international law, international relations theory, and foreign relations law. He was an attorney for the National Oceanic Atmospheric Administration before joining the USC Law School faculty, and has served as special counsel for foreign policy to U.S. Senator Daniel Patrick Moynihan. He was appointed by President Clinton as a science and policy adviser to the U.S. Arms Control and Disarmament Agency. He is a member of the Council on Foreign Relations and has served as vice president of the American Society of International Law. He has lectured internationally on U.N.-NATO cooperation in peacekeeping. In the classroom, Smith is known for his ability to relate the complexities of international law theory to the realities of current conflicts. He also teaches Contracts, Public International Law, International Organizations, and seminars of the United Nations and International Economic Regulation.
