Roybal Center and Federal Building

This is the newest building in the Civic Center, completed in 1990. The building was named after Edward Roybal, Mexican-American council member in the 1950s and U.S. Congressman during the 1960s, 1970s and 1980s. He retired from politics in 1992.

At the base of this federal facility (barely visible in the photo on the left) are four five-story metallic cut-out perforated silhouettes, who seem at odds with each other (shown in the photo on the right). Designed by Jonathan Borofsky, "Molecule Man" was intended to represent the fact that the human body is mostly made of water.
